Rep. Ross Levin’s Kratom Bill (HB332) will be heard by the House Health & Human Development Committee on Wednesday, April 15 at 11:30 AM. This is the first step toward passing the bill.

We encourage you to provide public comment in support. You can participate in one of three ways: in person, online via Zoom, or by submitting written comments.

How the meeting works:
The committee will introduce the bill (agenda attached), followed by remarks from the bill sponsor and expert speakers. Committee members will then ask questions. After that, public comments will be heard; first from those attending in person, then from virtual participants. Each person providing public comment will have about 1–2 minutes, depending on time. The committee will then vote on the bill. This process repeats for each bill on the agenda. 1. In-Person Public Comment

Arrival time: Around 11:00 AM

Location: DE Legislative Hall, 411 Legislative Ave, Dover, DE (House Chamber)

Parking: Available at the Archives building next door

Entry instructions:
Enter through the front doors and go through security. After security, turn left to the House side. The House Chamber is the large room on the left.

If you arrive early, you may wait in the downstairs cafeteria (food and drinks available for purchase).

Sign-up for public comment: There will be a paper sign-up sheet in the room, be sure to sign up for the correct bill and include your name and any organization you represent

2. Virtual (Zoom) Public Comment

Please sign up for the Zoom virtual public comment via this link. When the bill is called and in-person comments are finished, virtual comments will begin. Use the “raise hand” feature in Zoom, and you will be called on in order.

3. Written Public Comment

You can submit written comments by emailing HouseCommitteeComment@delaware.gov.

Comments can be submitted before the meeting and up until the end of the next business day after the meeting. All submissions become part of the official record.
